Approved Documents L or “Part L” provides guidance on meeting building regulations regarding heat gains and losses, air permeability and pressure testing, thermal insulation, boiler productivity, lighting, and storage techniques for hot water.

Approved Document L is published as two separate volumes; 

  • Volume 1: Dwellings, 
  • Volume 2: Buildings other than dwellings.

Each section covers specific regulations and requirements.

Volume 1 : Dwellings

A dwelling is defined as a self-contained unit.

Two kind of dwelling are mentioned:

  • New dwellings
  • Existing dwellings

New Dwellings

Required U-values for new fabric elements in new dwellings is given in Table 4.1:

Existing Dwellings

Required U-values for new fabric elements in existing dwellings is given in Table 4.2:

Appendix A: Key terms

Dwelling: A self-contained unit designed to accommodate a single household. (NOTE: Dwellings are self-contained units. Rooms for residential purposes and buildings that contain only rooms for residential purposes are not dwellings; Approved Document L, Volume 2: Buildings other than dwellings applies.)
